PROJECT TITLE:
“Management of the National Park Tam Dao“

SHORT DESCRIPTION

Tam Dao National Park is one of the largest national parks in Vietnam and one of the last protected areas close to the large urban centre, Hanoi. The negative impacts of growing population and inadequate management have seriously degraded the park's natural resources and its once rich biodiversity. Tourism development can enhance local development but can also be a serious threat to the natural resources on which it is based, unless the proposed development models are subjected to sound impact assessments and environmental mitigation programmes.

The Tam Dao National Park and Buffer Zone Management Project (TDMP) was initiated in 2003, with the objective to develop an integrated, collaborative management approach for the National Park and its buffer zone. Focus is placed on capacity-building for biodiversity conservation, poverty reduction and sustainable development. It supports programmes and activities which balance economic, social and environmental interests while integrating local, regional and national development and conservation priorities. Emphasis is on decentralised, participatory planning processes with the major stakeholders involved in biodiversity conservation and socio-economic development.

AGEG Consultants carried out the following measures:

• Assessment of project implementation, achievements and impacts
• Elaborate recommendations for the project's second phase regarding its conceptual focus, primary aims and the role of development of the Vietnamese management system for protected areas and buffer zones.
• Definition of the strategic future direction of the project for increased effectiveness and efficiency
• Identification of potential cooperation linkages between GTZ and other international cooperation agencies active in relevant fields
• Elaboration of a sustainability concept and involvement of local stakeholders
• Drafting of documents for the submission to the German Ministry of Economic Cooperation and Development (BMZ) for approval of second phase.
